Investing in Newcomer Families Strengthens the Economy
When immigrants succeed, the economy grows.
Immigrants are a key part of British Columbia’s economy. Almost 30% of BC’s population is made up of immigrants. They account for 33% of the workforce and own 27% of small businesses, helping create jobs and drive local economies. Immigrant-owned businesses strengthen communities by providing services, hiring workers and increasing economic activity.
Programs like Immigrant Parents as Literacy Supporters (IPALS) help families adjust to life in Canada, improve their English skills and understand the school system. These programs increase workforce participation, helping parents find better jobs and contribute more to the economy.
However, recent federal funding cuts mean many families are left without support.
“These families bring immense potential to our community, and programs like IPALS equip them to contribute meaningfully to society. By supporting parents and caregivers, we ensure their children grow up with the tools they need to succeed, strengthening the social fabric of our country.” – Mary Parackal
The Link Between Literacy, Education and Economic Growth
Education and literacy are economic drivers. Research shows that children who develop strong literacy skills early in life are more likely to succeed in school and build successful careers. For immigrant families, this success translates to higher incomes, stronger financial stability and long-term economic growth.
One of the biggest adjustments for immigrant families is understanding the Canadian school system. Many parents come from countries with very different education structures and expectations. Without guidance, navigating school processes, report cards and communication with teachers can be overwhelming.
IPALS helps immigrant parents overcome these challenges by providing:
- Tools and support to help their children succeed in school
- Workshops and resources to improve their own literacy and career prospects
- Guidance on the Canadian school system and what teachers expect
- Strategies to create a literacy-rich home environment
The multi-lingual program also helps break down language barriers, provides literacy tips, and builds stronger connections between parents, teachers, and students. By fostering better communication, parents can take a more active role in their children’s education and overall success.
“A 1% increase in literacy scores could lead to a 3% increase in labour productivity and income per capita. It would increase income by between $40 and $80 billion. Investing in literacy isn’t just about education—it’s about strengthening the economy.” – Canadian Economist Craig Alexander
Bridging Language Barriers for Economic Participation
One of the biggest challenges that immigrants face is language barriers. IPALS offers programs in multiple languages, including Arabic, Cantonese, Farsi, Korean, Mandarin, Punjabi, Somali, Spanish and Tigrinya. These programs help parents gain confidence, engage with schools and access better job opportunities.
“Participating in the IPALS program benefitted my whole family. My children are ready for school, and I am ready to be their teacher at home.” – Gudaf Hadera (pseudonym), a Sudanese immigrant who took part in the Tigrinya-language IPALS program in Burnaby
Long-Term Benefits for the Economy
The economic impact of IPALS goes beyond education. As immigrant parents develop their literacy and skills, they become more engaged in the workforce and community. This leads to:
- Higher employment rates
- More successful small businesses
- Increased contributions to local economies
- A stronger, more skilled workforce
Investing in immigrant families today means a more prosperous BC tomorrow.
Help Save IPALS
As British Columbia continues to welcome newcomers, programs like IPALS are essential for economic growth and social success. Decoda Literacy Solutions has launched the “Help Save IPALS” campaign to raise $40,000 by September to support five IPALS sites in Surrey (2), Nanaimo, Victoria, and Mission. This funding will provide essential resources, including books, materials, training, childcare, and transportation.
“IPALS has given my family tools to support our child’s learning and language development. It is a lifeline for families who want to support their children’s education and be active in their communities.” – Tahir
